This study examined the quality, accessibility, and instructional effectiveness of online lecture video recordings used in university e-learning environments. The research involved 222 undergraduate students from five branch schools of the Mongolian National University of Education. A quantitative survey methodology was employed to analyze students’ perceptions of video quality, instructional design, accessibility, and learning effectiveness. The findings revealed that most instructors primarily used PowerPoint-based lecture recordings, with durations ranging from 5 to 10 minutes. Students evaluated video resolution, audio quality, and content clarity positively. However, accessibility features such as sign language interpretation and interactive visual indicators were insufficiently implemented. The study concludes that effective online lecture videos require not only technical quality but also learner-centered instructional design and inclusive accessibility standards.
